There is, however, still a 23.2% shortfall. Services were concerned about decommissioning of specialist services, particularly those run \u2018by and for\u2019 Black and minoritised women, in favour of competitive tenders, more generic housing-focused providers and taking services \u2018in-house\u2019.\u202f<\/span><span
